Yes. What the agent can say, change, or refund is set from the policies you already enforce. It does not invent a new one in front of a customer.

Who owns the catalog data?

You do. The catalog, the conversations, and the model artifacts stay with you. They are not training material for someone else's product.

What if the agent is wrong with a customer?
